Wraparound Services

KCNC is proud to have facilitated the planning process for Kern County's SB 163 Wraparound services. Kern's Plan was developed with the help of a dedicated, multi-disciplinary planning team that included youth and parent representatives.
Wraparound services are a family-centered, community-oriented, culturally sensitive, strength-based, individualized alternative to sending children to, or keeping them in, high level group home placements. The ultimate goal of Wraparound is to keep children with their birth families, relative caretakers, or in foster families, by providing intensive, comprehensive, integrated and creative treatment, intervention and support services. Creative uses of existing Foster Care dollars make this possible.
Wraparound services provide needed the resources to keep children safe, at home in the community, healthy, out of trouble, and in school. Kern's provider for Wraparound services is Aspira Foster & Family Services. Building on the continuum of services and informal support systems that are currently available within Kern County, SB 163 Foster Care funds are available to pay for unique, creative resources to meet the special needs of these youth and families (e.g. staff to accompany them to school, a myriad of individualized professional support staff services, transportation or other family basic needs, etc).
The Kern County Department of Human Services is the administrative agent for SB163 Wraparound funds. Referrals for Wraparound services are made by the Probation Department, Mental Health System of Care and the Department of Human Services.
The Wraparound model involves a paradigm shift away from traditional service delivery systems which are professionally driven and focus on family deficits and de-emphasize strengths.
We commend the Kern County Board of Supervisors, County Departments of Human Services, Mental Health, Probation, and Public Health, and Aspira Foster and Family Services for bringing these services to Kern County and look forward to improved outcomes for Kern's highest need youth.
