KCNC Request for Proposals 2013

The Kern County Network for Children (KCNC) is accepting proposals for the following types of child abuse prevention and intervention services:

  • Differential Response (DR) services, targeting East Kern communities. DR services are a key strategy to improve outcomes for children and families at-risk of experiencing child abuse and/or neglect. DR is an approach to better ensure child safety by expanding the ability of child welfare agencies to respond to reports of child abuse and neglect. Its focus includes a broader set of responses for working with families at the first signs of trouble, including innovative partnerships with community based organizations that can help support families that are in need – and before further problems develop.

  • Comprehensive parent education services, targeting Metropolitan Bakersfield. Parent education classes that include assessment and counseling services, shall be provided for parents whose children are at-risk of or have experienced child abuse and neglect, including those who have special needs.

  • Time Limited Family Reunification (TLFR) services, targeting Metropolitan Bakersfield. TLFR services include a range of supportive intervention services for families whose children have been removed from their family of origin and placed in out-of-home care, in order to facilitate the reunification of the children, safely, appropriately, and in a timely fashion.

    Private, not-for-profit organizations, public agencies, and not-for-profit institutions of education, that have programs that serve the needs of at-risk children and families; have demonstrated effectiveness in providing similar types of services; and, are working within collaborative efforts, are invited to apply via this competitive process.

    To explain the Request for Proposals (RFP) and answer questions that prospective applicant agencies may have, a pre-proposal meeting will be held:

    2:15 to 4:00 p.m. for the Comprehensive Parent Education & TLFR Requests for Proposals

    Differential Response, comprehensive parent education, and Time Limited Family Reunification services proposals are due before 2:00 p.m. on Tuesday, March 12, 2013.

    Differential Response (DR)

    Family Reunification
    The Kern KCNC Network for Children (KCNC) is accepting proposals for Time Limited Family Reunification (TLFR) services for the metropolitan Bakersfield area of Kern County. Proposers are specifically directed not to contact any KCNC personnel, other than the contact person indicated below, for any purpose related to this RFP. Unauthorized contact of any KCNC personnel may be cause for rejection of a vendor’s proposal.

    The Kern KCNC Network for Children (KCNC) is accepting proposals for comprehensive parent education services for the metropolitan Bakersfield area of Kern County. Proposers are specifically directed not to contact any KCNC personnel, other than the contact person indicated below, for any purpose related to this RFP. Unauthorized contact of any KCNC personnel may be cause for rejection of a vendor’s proposal.
