Our Mission


The goal of the Foster Youth Services (FYS) program is to provide linkages and support services to foster youth, to help increase academic achievement, attendance, and positive school behaviors.

Foster Youth are children who have been removed from their homes due to abuse and neglect. Once placed in foster care, youth often experience multiple changes in their living arrangements, which can lead to changes in their educational placements. This high mobility can potentially disrupt, or even damage, their educational growth. Because of these complexities, many foster youth perform below grade level, are held back in school, and have lower graduation rates than their peers. FYS was established to meet the unique educational needs of foster youth students.

The FYS Program:

  • Provides transcript analysis and education plans for foster youth in middle/high school
  • Provides assistance with transferring school records
  • Provides individual school or community-based tutoring referrals for foster youth students
  • Advocates for foster youths’ educational needs
  • Advocates locally and state-wide to improve school & child welfare policies

FYS also assists with:

  • Providing professional development for schools, care providers, child welfare workers and others on the educational needs of foster youth.
  • Maintaining a database of foster youth living in Kern County.
  • Facilitating communication and collaboration between community agencies, child welfare workers/probation officers, and care providers.
  • Assisting with immediate and appropriate school placement in coordination with Kern County AB490 Liaisons.
