Proposals for Differential Response & Parent Education Services

The Kern County Network for Children (KCNC) is accepting proposals for Differential Response (DR) services and parent education services that include case management and counseling service components for the County of Kern. Private, not-for-profit organizations, public agencies, and not-for-profit institutions of education, that have programs that serve the needs of at-risk children and families; have demonstrated effectiveness in providing similar types of services; and, are working within collaborative efforts, are invited to apply via this competitive process.

DR services are a key strategy to improve outcomes for children and families at-risk of experiencing child abuse and/or neglect. DR is an approach to better ensure child safety by expanding the ability of child welfare agencies to respond to reports of child abuse and neglect. Its focus includes a broader set of responses for working with families at the first signs of trouble, including innovative partnerships with community based organizations that can help support families that are in need – and before further problems develop.

Parent education, case management, and counseling services shall be provided for parents whose children are at-risk of or have experienced child abuse and neglect, including those who have special needs.

To explain the Request for Proposals (RFP) and answer questions that prospective applicant agencies may have, a pre-proposal meeting was held on Thursday, February 16, 2012 (Bidder's Conference Power Point Presentation).

Differential Response and parent education services proposals are due before 2:00 p.m. on Wednesday, March 14, 2012.
