Foster Youth Services
Foster Youth Services (FYS) is a program implemented by the California Department of Education and administrated by the Kern County Superintendent of Schools Office to meet the educational needs of youth living in foster care, primarily those in group home settings.
Foster Youth often experience multiple changes in their living arrangements, which can lead to changes in their educational placements. This high mobility can potentially disrupt, or even damage, their educational growth. To support foster students academically, and emotionally. FYS was established to meet the needs and the mandates of Ed Code (s) 42920, 49069.5a, 48853.5 and SB 933 and AB 490.
FYS works with youth age 18 and younger who need assistance gaining valuable opportunities toward an education. Some of the services we provide include:
Project D.R.E.A.M.: Hiring teachers to provide regular tutoring
Transition Assistance: Helping transition foster youth into adulthood
Educational Advocacy: Assisting with record transfers and prompt enrollment
Education Liaison: Advocating for foster youth and their families in education settings
By providing links to appropriate services and support programs, FYS helps foster students gain resources to manage their individual needs after they have been removed from their homes due to abuse, neglect or abandonment. Our priorities are to:
- Increase pupil academic achievement
- Decrease discipline incidences or juvenile delinquency
- Decrease student dropout rates
